Willard Bay

The freshwater bay walled off from the Great Salt Lake below Willard Peak: two marinas, three campgrounds, sandy beaches in summer, and eagles in winter. Utah State Parks runs it and posts the level and the ramps on its conditions page.

From Labor Day to Easter the gate at Willard Bay drops to $10 a vehicle, the fishing docks stay in year-round, and the park calls itself a wildlife-watching area for eagles in the winter months. Whether the bay freezes hard enough to walk on is not something the state publishes ahead of time, so the ice rule is the whole answer: four inches of clear ice on foot, six for a machine, no vehicles.
